The DAAD started its work in India in the month of September. The first director was Heinz Hessbeger. The small team operated out of the Embassy of the Federal Republic of Germany in New Delhi. This was just the beginning and the office was going to witness a lot of development both in India and in Germany, new organisations and policies coming into being, and be a part of this interesting action.

This year marks the beginning of one of the most important programmes that involves the DAAD. Indian scientists from various institutions of the Council of Scientific & Industrial Research (CSIR) started receiving DAAD scholarships that enabled them to receive 4 months of German leaning and one year of research stay in Germany. This was to be a model for many DAAD scholarships in future.
This developed into the CSIR WAP, or CSIR Scientist Exchange Programme later. It still continues.
